Bitcoin has gained roughly 14% since the Senate blocked the Clarity Act on September 15, which inverts the expectation that drove much of the coverage going into that vote. The market treated the failure as removing an uncertainty rather than delivering a setback, and the moves that followed came from ETF flows and falling oil and Treasury yields instead of anything on the policy side. Prediction markets had already priced passage this year at roughly 18% before the vote.
