The Digital Asset Market Clarity Act failed its Senate cloture vote Tuesday, falling well short of the 60 needed to proceed to debate, with reports putting the tally at 50-49. Galaxy Digital CEO Mike Novogratz called the outcome a sign that government feels broken, describing eighteen months of work between the industry, Democrats and Republicans falling apart on the five-yard line. The bill passed the House 294-134 in July 2025 and stalled in the Senate over ethics provisions, staking rewards, decentralized finance and the split of authority between the SEC and CFTC.
